Last spring, a colleague asked me if a walkie talkie works on a cruise. I told him yes. I told him that was the entire point of a walkie talkie. Then I bought twenty-four of them, and that invoice taught me more about procurement than any vendor pitch I have ever sat through.

I am a procurement manager at a 42-person company that outfits and maintains service vehicles. I have tracked every equipment order in our system for the past six years, and my job is to keep the total cost of ownership sane. The walkie-talkie order was not sane.

On an open deck, the radios worked exactly as intended. Below deck, or a few decks apart, they did not work consistently. They were not defective. I had chosen hardware based on a range number instead of an actual operating environment.

Short answer: sometimes. It can work on the same deck, in nearby cabins, or on a sundeck with a clear line of sight. It does not work reliably through layers of steel and stairwells. If someone is standing on deck 3 and the other person is on deck 11, do not count on a consumer two-way radio to carry the conversation.

I am not an RF engineer, so I will not pretend to explain every reflection and absorption issue. What I can tell you from a procurement perspective is that the box did not lie. The expectation I attached to the box was the problem.

The range claim on a radio is usually measured in ideal conditions. Open terrain. No obstacles. No metal walls. A cruise ship is the opposite of those conditions. And in a way, this pattern showed up again and again after that trip—not just with radios, but with products I was ordering for our fleet.

The real issue is not the product. It is the spec-sheet assumption.

The first time I saw the same pattern clearly outside radios was during a dashcam rollout. We planned to use a GM dashcam in some of our service vehicles because it looked like the clean, factory-style option. The fitment made sense on paper, and the video quality was fine. But the real question was never about resolution. It was about whether each vehicle trim had the correct mirror housing, whether the cable routing worked, whether the parking-mode wiring was safe, and whether a driver could tell if recording had stopped. None of that appeared in the headline spec.

Then there was the portable power station review. The DJI Power 2000 portable power station specs were impressive enough to put it on our shortlist. Capacity looked strong, AC output looked strong, and the form factor was workable. The surprise was not the output. It was the recharge situation. If a technician uses that much power on a job and then tries to recharge it from a 12-volt port in a service van, the recharge rate is not the same as plugging it into a wall outlet. The spec sheet can be accurate and still incomplete at the same time.

What this really costs

I manage invoices, so I will put the problem in invoice terms. When I audited our spending after the radio mistake, I found more than $11,000 in avoidable costs during the previous 12 months. That included rework, adapters, returns, replacements, and technician time spent fighting products that should have been easy. It was not the largest line in our budget. It was the most avoidable.

There is a second cost that never shows up as a line item. When a field technician shows up with equipment that does not do what it promised, the customer does not think less of the equipment. They think less of us. A dead portable power station is more than a product failure. A dashcam that misses an incident is not just a device issue. It becomes a liability issue. That is where total cost of ownership goes far beyond the price on the purchase order.

I used to view quality questions as a battle between finance and operations. Eventually I realized it was not about premium versus budget. It was about whether the product was tested for the actual conditions. If the cheap option fits the conditions, buy it. If the expensive option is the only one that survives the conditions, the cheap option is the real waste.

What I do differently now

Before approving equipment, I now force myself to answer three questions.

First, where will this actually be used? A radio used in a warehouse has different requirements than a radio used on a cruise ship. A dashcam used in a coastal climate has different corrosion and heat realities than one used in a mild office-park fleet. If I cannot describe the operating environment in one sentence, I have not done my job.

Second, what happens if it fails? If a walkie talkie fails, the response is annoyance. If a dashcam fails after a collision, the response is legal exposure. The severity of failure has to shape the buying decision. This is why quality perception matters. Clients do not see the cost spreadsheet. They see a service provider that showed up prepared or unprepared.

Third, who can answer the uncomfortable questions? Find the optimum contact early. That is not always the sales rep who sends the quote. It may be the manufacturer's technical specialist. It may be the product manager who can explain what happens when the power station is charged in a hot vehicle or when the radio is used around metal infrastructure. If they cannot answer, or if they avoid the question, I treat that as a future cost.

I can only speak to our context: a mixed fleet, urban and rural service areas, and a team that expects equipment to work without constant babysitting. If your operation is different, the right answer may be different. That is kind of the point.

So does a walkie talkie work on a cruise? Sometimes, if the conditions are right. But the real question is whether the conditions match what you are buying. The optimum product is not the one with the most impressive number on the box. It is the one that still works after your people stop reading the box and start doing their jobs.
