Here's a procurement rule I've landed on after 6 years of managing parts and equipment purchases for a mid-sized fleet maintenance company:
Ask "what's NOT included?" before you ask "what's the price?"
That rule didn't come from a textbook. It came from tracking over $180,000 in orders through our cost system and watching projected "savings" evaporate. I've audited our annual parts spend, compared quotes from dozens of vendors, and reviewed every invoice that crossed my desk. The pattern is unmistakable.
The "cheapest competitive quote is the best deal" thinking comes from an era when parts were standardized, tool specs were printed on the box, and a price sheet told you almost everything you'd be getting. That era is gone. Today's quotes carry fine print, lead times, compatibility notes, calibration requirements, and fees that—depending on the supplier—either show up in writing or don't. The vendor who shows a complete breakdown upfront isn't more expensive; they're more predictable. And predictability is what actually brings costs down.

But when the techs installed them, performance was poor. Modulation was off. SWR was high. Range was basically line-of-sight. The equipment was fine; the setup wasn't.
Knowing how to tune and peak a CB radio—checking the standing wave ratio, adjusting antenna length to match the vehicle's ground plane, verifying transmit output with a wattmeter—is a genuine skill. The supplier didn't have anyone who could answer even basic questions about it.
We ended up hiring a mobile radio specialist to re-tune the entire installation, a process that delayed the pilot by six weeks. If the supplier had told us upfront "we supply gear, not tuning expertise," we'd have budgeted accordingly. Instead, we found out when the trucks couldn't talk to each other.
The drone radar detector mix-up
Then there was the drone radar detector. (These show up in the manufacturer's Spanish-language documentation as "detector de drones radar"—same unit, different catalogs. We've ordered them under both names.)
I told the vendor we needed "standard coverage" for our yard. They shipped their entry-level model. What I meant was "standard for a facility our size, covering the full perimeter." We said the same word but were describing completely different requirements.

A tire spec isn't a suggestion

Transparent pricing—with lead times, calibration certificates, compatibility notes, and fees listed in writing—doesn't have to mean higher prices. It means you can make an informed decision before you spend. Sometimes the transparent supplier wins the order. Sometimes they don't. But either way, you're not being surprised later.
The quote that arrives with everything itemized is the one you can plan around. The quote that looks impossibly clean and low? That's the one where the missing details come back to you later as rework, downtime, and reorders. What I'm really pushing for is a procurement culture where "I don't know" is an acceptable answer—as long as it comes before the sale, not after.
There's something satisfying about reviewing our cost tracking system and seeing the rework costs drop since we enforced this discipline. After all the stress and the painful lessons, that's the payoff.
